Ethics on the Cloud: Ethical and Political Dilemmas in the Model of Cloud Computing

La computación en nube es una etapa revolucionaria en el desarrollo de la informática y las telecomunicaciones. Es un nuevo paradigma sociotécnico que tiene notables ventajas para el usuario, pero presenta serios dilemas éticos y políticos que no pueden ser obviados. En este artículo defiendo que estos dilemas tienen que ver fundamentalmente con la naturaleza, y solo de forma secundaria con su contexto de uso. Se presenta una lista dilemas generados por el modelo de computación en nube, para posteriormente establecer un análisis a partir de dos ejes explicativos: su conceptualización como tecnología inherentemente política, y una metodología de ética reticular.Cloud computing is a revolutionary stage in the development of informatics and telecommunications. It is a new sociotechnical paradigm that gives many advantages to users, but presents serious ethical and political dilemmas that have to be addressed. This article argues that such dilemmas have to do mainly with the nature of cloud computing, and secondarily with its contexts of use. A list of such dilemmas is presented, and also an analysis from two axes: cloud computing as an inherently political technology, and a methodology of reticular ethics

Este artículo analiza las bases para el desarrollo de una ciudadanía digital. Varios elementos juegan un papel clave en su definición: la disponibilidad digital como forma de apropiación social de la tecnología, la relación entre democracia y tecnología, la cuarta generación de derechos humanos y los derechos humanos en el ciberespacio, las políticas de inclusión digital y el desarrollo del gobierno electrónico. Las nuevas formas de cooperación que surgen en este entorno plantean la necesidad de un nuevo concepto de ciudadanía. Este concepto de ciudadanía se redefine así a partir de unas nuevas posibilidades de acción, de una nueva economía y un nuevo paradigma ético

¿Qué puede esperar la democracia de Internet? Una reflexión sobre la crítica de Langdon Winner al poder político transformador de la tecnología

Este artículo analiza la relación entre tecnología y democracia. En particular, la relación entre el uso de Internet y la telefonía móvil, por un lado, y la movilización social y política, por otro. Se cuestiona si son casos anecdóticos, o están surgiendo nuevas formas de participación popular en los asuntos públicos desencadenadas por usos alternativos de la tecnología. Se parte de la crítica que Langdon Winner hace de la arraigada convicción de que las nuevas tecnologías revitalizarán la vida social y política en las sociedades democráticas. Se revisa dicha crítica para sugerir nuevas formas de participación promovidas por usos alternativos de las TIC a partir del concepto de disponibilidad digital. Intento detectar factores que supongan un cambio real en la definición de los límites de la democracia y del alcance de la participación ciudadana. El movimiento Linux, las comunidades virtuales y la ética de hackers son manifestaciones de una primera generación de usos alternativos de profundo poder transformador.This article analyses the relation between technology and democracy. Daylight Spectrum Index: A New Metric to Assess the Affinity of Light Sources with Daylighting

The current scenario of colorimetry shows a wide variety of different metrics which do not converge in the assessment of the color rendering of light sources. The limitations of the Color Rendering Index have promoted the emergence of new metrics, such as the Color Quality Scale. As in the case of the previous metric, these new concepts are based on the analysis of the deviation of different color samples in a color space, contrasting the results with those obtained with a light source reference, which can vary depending on the color temperature. Within this context, the Daylight Spectrum Index is proposed. This new concept aims to determine the affinity with daylighting of electric light sources, comparing the resulting spectral power distributions of the lamps studied and that observed under natural light. The affinity of an electric light source with daylighting allows for lower energy consumption due to the better performance of human vision. The new metric proposed is evaluated following the results obtained from 80 surveys, demonstrating the usefulness of this new concept in the quantification of color rendering of LED lamps and the affinity of electric light sources with daylighting.Government of Spain BIA2017-86997-

Effect of Protection Level in the Hydroperiod of Water Bodies on Doñana’s Aeolian Sands

Mediterranean temporary ponds on Doñana’s aeolian sands form an extensive system of small dynamic water bodies, dependent on precipitation and groundwater, of considerable importance for biodiversity conservation. Different areas of the aeolian sands have received different levels of environmental protection since 1969, and this has influenced the degree of conservation and the flooding dynamic of these temporary surface waters. We use the Landsat series of satellite images from 1985 to 2014 to study the temporal dynamic of small temporary water bodies on the aeolian sands in relation to the protection level and to distance to water abstraction pressures from agriculture and residential areas. The results show that even with small and ephemeral water bodies optical remote sensing time-series are an effective way to study their flooding temporal dynamics. The protected areas of the aeolian sands hold a better preserved system of temporary ponds, with a flooding dynamic that fluctuates with precipitation. The unprotected area shows an increase in mean hydroperiod duration, and surface flooded, and a decline in hydroperiod variability. This seems to be due to the creation of irrigation ponds and the artificialization of the flooding regime of the natural temporary ponds, that either receive excess irrigation water or dry-up due to the lowering of the groundwater table level. Although a decline in hydroperiod duration of temporary ponds is seen as negative to the system, an increase in hydroperiod of surface waters due to artificialization, or a decline in variability cannot be considered as positive compensatory effects.Peer reviewe

La normalización de los métodos de análisis y de los principales aspectos relacionados con la conservación de los bienes culturales ha empezado en 2004 con la creación del comité europeo de normalización, CEN/TC 346 Conservation of Cultural Property, que tiene la responsabilidad no solamente de redactar protocolos de ensayos en laboratorio, sino también proponer las recomendaciones más adecuadas para designarlos de forma consensual y conservarlos de la forma más apropiada. How will climate change affect endangered Mediterranean waterbirds?

Global warming and direct anthropogenic impacts, such as water extraction, largely affect water budgets in Mediterranean wetlands, thereby increasing wetland salinities and isolation, and decreasing water depths and hydroperiods (duration of the inundation period). These wetland features are key elements structuring waterbird communities. However, the ultimate and net consequences of these dynamic conditions on waterbird assemblages are largely unknown. We combined regular sampling of waterbird presence through one annual cycle with in-situ data on relevant environmental predictors of waterbird distribution to model habitat selection for 69 species in a typical Mediterranean wetland network in southwestern Spain. Species associations with environmental features were subsequently used to predict changes in habitat suitability for each species under three climate change scenarios (encompassing changes in environmental predictors that ranged from 10% to 50% change as predicted by regional climatic models). Waterbirds distributed themselves unevenly throughout environmental gradients and water salinity was the most important gradient structuring the distribution of the community. Environmental suitability for the guilds of diving birds and vegetation gleaners will decline in future climate scenarios, while many small wading birds will benefit from changing conditions. Resident species and those that breed in this wetland network will also be more negatively impacted than those using this area for wintering or stopover. We provide a tool that can be used in a horizon-scanning framework to identify emerging issues in waterbird conservation and to anticipate suitable management actions
